- ➤ An Effingham man, Monxavior Jatrabian Oumari Williams, 21, was arrested on multiple felony charges after a road rage confrontation on Friday that began in Darlington County and moved into Florence County—he is accused of pointing a firearm at a person and discharging it into an occupied vehicle.
